Default Regulation

Spoke to a colleague the other day who said he feels that as the government tries harder to control the flow and tax implications on the internet, the will regulate the sale of domain names so that if you want to buy and sell as an independent, you will be cut out of the market. Instead, you will have to 'turn back' your domain name when you no longer want it (much like a license plate or a phone number) and a regulated industry will sell and re-sell names. Any thoughts?

Would someone be able to get around that sort of thing by registering in another country, maybe in a way like ships are registered in different countries for convenience?
