I am a noob to web designing, graphics and the like and so I would like to ask this question which I have already in mind for quite sometime. How do you design animated banners? What software do you use to make one? I think there may be more than one. Which is the easiest to learn?

I have a free version of Serif DrawPlus 4.0. I've never used it to make banners, but I have used it to make GIF files.

I think it does banners, too.

There are also numerous banner-creation tools on the Internet. Some are free and many require only an Internet browser.
